Capital Improvement Reserve Fund Levy

Public Vote Is Needed

Voters at the November 7, 2017, city election will be asked to vote YES or NO on the following proposition, “Shall the proposition to establish a capital improvement reserve fund and levy one and one-half (1 1/2) mil tax in the city equal to 15 cents per $1,000 of taxable valuation beginning July 1, 2018 for a period of 6 years for the purpose of improvements in the utility and waste water treatment system be approved?

Monroe voters have approved the Capital Improvements Reserve fund levy every 6 years since 1974.  In the past, voters approved the Capital Improvements Reserve Fund levy for the purpose of improvements toward the water systems, lift stations, and enabled the City to borrow less money for improvements.

If voters approve the proposition in November, receipts during the next six years will be used for needed improvements in the water and waste water systems.  During the fiscal year 2017-2018 the levy will produce approximately $28,572 in revenue.

Reminder: Snow Ordinance in Effect November 1st through March 31st

69.11    SNOW REMOVAL.  No person shall park, abandon or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area, from November 1 of each year until March 31 of the following year, during periods of snowfall or within twenty-four (24) after a snowfall.

136.03    REMOVAL OF SNOW, ICE AND ACCUMULATIONS.  It is the responsibility of the abutting property owners to remove snow, ice and accumulations from sidewalks within 48 hours following the end of the snowfall.  If a property owner does not remove snow, ice or accumulations within a reasonable time, the City or the City’s designee may do so and assess the costs against the property owner for collection in the same manner as a property tax.

70.04    PARKING VIOLATIONS:  VEHICLE UNATTENDED.  When a vehicle is parked in violation of any provision of the Traffic Code, and the driver is not present, the notice of fine or citation as herein provided shall be attached to the vehicle in a conspicuous place.

70.06    IMPOUNDING VEHICLES.  A peace officer is hereby authorized to remove, or cause to be removed, a vehicle from a street, public alley, public parking lot or highway to the nearest garage or other place of safety, or to a garage designated or maintained by the City, under the circumstances hereinafter enumerated:

3. Snow Removal. When any vehicle is left parked in violation of a ban on parking during snow removal operations.

Reminder: Cemetery Flower Removal

cemetery flowerThe public is reminded that all flowers and other items on the ground must be removed from the cemetery.  Flowers in vases or on the stones are always welcome and are not removed by the City.  No permanent plantings are permitted.  If you plant annual flowers, they may be mowed off or you can keep the grass trimmed at least 6” away from the stone.  Please do not leave glass vases or jars at the grave sites.    Questions should be referred to City Hall at 259-2319.  Thank you for your cooperation.
